Draft a D-TRO Order
1.Data Review and Validation
Once you logged into the SMART TM APP, either as a Traffic Order Drafter or as a Traffic Order Manage, you would have access to all the suit of functionalities the system avails you. Having said that, there will be stage restricted access to various types of users.
Firstpros Limited has built this system robustly to accommodate the drafting, processing, stakeholder’s engagement and statutory consultations map-based. However the process begins by reviewing all relevant datasets provided by the client or local authority, including existing TRO schedules, GIS layers, base mapping (Ordnance Survey MasterMap or equivalent), and any associated metadata. This ensures that all information aligns with the DfT’s TRO Data Model and current mapping standards. Where required, SMART TM APP validates legacy data to identify inconsistencies or missing attributes.
2. Integration into the D-TRO Platform
Using approved D-TRO authoring tools and GIS software (such as ArcGIS, QGIS, or the DfT’s TRO-Draft system), Firstpros imports the validated data into the digital TRO framework. Map layers are organised according to the official TRO Data Model schema, with appropriate geometry types (points, lines, or polygons) assigned to restrictions such as waiting, loading, speed limits, and movement prohibitions.
3. Drafting the Order and Map Layers
Our specialists create the draft order by digitally representing each restriction directly on the map base. Each restriction is linked to its corresponding legal text and attributes (e.g., restriction type, operational times, exemptions, reference numbers). This ensures that the spatial and textual components of the TRO are fully synchronised.
4. Quality Assurance and Data Compliance Checks
Before submission, Firstpros Limited conducts a detailed QA review to confirm:
- All geometries are topologically correct and within the relevant highway boundary.
- Attribute data complies with the DfT’s TRO Data Model and local authority naming conventions.
- The draft D-TRO correctly reflects the intended traffic management changes and aligns with statutory requirements.
- Automated validation tools are used where possible to ensure compatibility with national D-TRO standards and interoperability frameworks.
5. Internal Review and Client Approval
A digital version of the draft order is produced for client review, typically in an interactive map format. Firstpros facilitates collaboration through annotated map layers or review sessions, allowing the client to verify all restrictions before statutory consultation or advertisement
6. Finalisation and Submission
Following client feedback, Firstpros makes any necessary amendments and prepares the final D-TRO package. This includes:
- The map-based TRO dataset (in the approved digital format).
- The accompanying legal order text.
- Metadata and supporting documentation required for publication or submission to the DfT portal.
Once approved, the D-TRO is ready for statutory advertisement and subsequent sealing.
